Punching below our weight

According to the stories told by successive UK governments, our nation "punches above its weight" in the in the boxing ring of international diplomacy. Apparently, nobody has told the British Virgin Islands (population just over 30,000):
Key UK overseas territories led by the British Virgin Islands are still resisting David Cameron’s calls to make fresh concessions on ending tax secrecy at the prime minister’s anti-corruption conference in London on Thursday.
In this case, the UK really could pack quite a punch, if its leader really wanted it to. But when enough important people have stakes in tax havens, punches tend to be pulled.
